Applicant Morgan Derbyshire has applied for varying opening hours throughout the week including between 10am and 10pm on weekends for the new business at 42 The Bank.
But neighbors say the proposed venue is not suited to the area and would endanger existing residents.
“Opening a bar in the middle of a residential area risks bringing disorder, drunkenness and associated substance abuse,” one objector said.
Durham County Council will consider the Inglenook Wine Bar’s application at a licensing meeting next Tuesday (January 28) amid opposition from residents.
Objectors B Davison and C Kirkham wrote to the council to voice their concerns.
“We are not prepared to allow our children to suffer sleep disruption, increased issues of road safety, and the potential for emotional trauma through witnessed violence, damage to home that an alcohol license on our very doorstep would encourage,” they said.
The letter added: “Whilst we welcome (and frequent) new and established businesses in the town, we feel very strongly that the location of The Inglenook is a poor choice for an alcohol license of any kind. The commercial areas of the town have much more suitable premises, which are currently on the market.”
Residents said The Bank area of Barnard Castle is already well-served by two pubs.
Mr and Mrs Hepburn, whose house is attached to the property, warned of the “rowdy violent behaviours” the venue could cause.
They added: “We are very concerned about our own safety and the safety of other elderly residents. There will be nothing to deter drunken people from damaging our property, which is a listed building.”
The concerns are supported by county councillor Ted Henderson, who said local infrastructure is insufficient and could not cope with another nighttime venue.
“I feel the opinion of the local residents should be taken into consideration,” he said.
“We already have sufficient off-licence premises in the town. This proposal could attract unwanted bad behaviour in the lower part of the town in the evenings of Friday and Saturday nights.”

Mr Derbyshire vowed to work with the licensing authority and other businesses and agencies through schemes like the BID or Pub Watch to prevent any potential disorder.
He added: “I will ensure public safety by preventing the sale of alcohol from people who are drunk. This will ensure their safety and prevent any further escalation of violence or anti-social behaviour.
“I will prevent any public nuisances from occurring by having a stringent policy in place. I will not play loud music out of respect for neighbouring properties and businesses.”
